In January, 2014, the Vieques Bioluminescent bay (BioBay) suffered a noticeable reduction in glow.   On May 4, 2014, the Puerto Rican Department of Natural Resources ordered a  “temporary and partial” moratorium on tourist visits to the BioBay.  During May, June, and July 2014 , tours were limited to Friday, Saturday and Sunday.   In the beginning of July, it was reported that the glow of the Bay was back to its former (magical) levels.

For months it was debated to what the lack of glow could be attributed. Some believed unusual weather in December and January (winds, waves), other believed it was contamination, or to competition of species, or  other things.  Scientific monitoring is ongoing at this time.
